Nathan C. Olson
President and Chief Executive Officer

Nathan “Nate” C. Olson joined Rocky Mountain Health Care Services in November 2017 as its President and CEO. Nate has 36 years’ experience in finance and healthcare with 28 of those serving as President and CEO of numerous healthcare systems throughout Colorado, Nebraska, Illinois and Montana. Nate opened the new Colorado Springs St. Francis Medical Center in 2008 and served as its CEO for five years. Having grown up in Woodland Park, Nate is excited to be able to serve once again in his hometown area. Nate has been married for 40 years to his high school sweetheart, Kris. They have two grown daughters and four grandchildren.

Mark Hartman

Mark Hartman
Chief Operating Officer

Mark Hartman joined RMHCS in May 2020 after previously serving on the board of directors of the organization for two years.  Mark has over 30 years of healthcare experience including both clinical and administrative, non-profit and for-profit.  His roles have included CEO, CAO and COO involving hospital systems and physician practices.  Mark earned a Bachelor of Arts in Biology from Northwestern College (Iowa) and a Master of Physical Therapy from the University of Iowa. He later obtained an MBA in Healthcare Administration from Regis University.  He has volunteered with many local organizations including board service with the Colorado Springs Chamber of Commerce, YMCA of the Pikes Peak Region, Center for Nonprofit Excellence, Audubon Surgical Center and Corporate board at Mt. St. Francis. Mark enjoys spending time with his family, friends, church and staying active as much as possible.

Paul Masar
Chief Financial Officer

Paul Masar joined RMHCS in October 2018.  He has more than 35 years of experience in accounting and financial management in the healthcare and nonprofit sectors.  Following 10 years with BKD, LLP as an auditor where he served clients in the nonprofit and governmental areas, he joined Peak Vista Community Health Centers in 2015 as their Vice President of Finance.  Paul is a certified public accountant is a member of the American Institute of Certified Public Accountants and the Colorado Society of Certified Public Accountants.  Paul earned his Bachelor of Science in Business Administration from the University of Colorado in Boulder, Colorado, and his Master’s in Business Administration from the University of Colorado at Colorado Springs. His volunteer work includes serving on the Better Business Bureau of Southern Colorado board and is currently a member of the board of directors of Air Academy Credit Union.

Robert Miller
Chief Human Resources Officer

Robert Miller joined RMHCS in February 2023. Robert has 29 years of experience in Human Resources with 20 years in healthcare including both non-profit and for-profit companies.  His roles have included leadership positions as a Manager, Director and most recently as the Senior Director of HR for one of the nation’s largest post-acute and senior living community providers. Robert is a native Oklahoman but has lived in Colorado Springs for over 9 years.  Robert graduated from the University of Central Oklahoma in Edmond, Oklahoma with a Bachelors of Science in Education and earned his Professional in Human Resources from the HR Certification Institute.  Robert and his wife Christi of 30 years have one daughter and one grandchild.

Chief Experience Officer

Melissa Kerr joined RMHCS in October of 2021 after serving on the board of directors for 6 + years with the last two as the board’s Chair. She instantly fell in love with the mission, the employees and the participants and quickly realized she had found her tribe. Melissa comes to RMHCS with 27 years of leadership and finance experience in the not-for-profit credit union industry with roles in operational and strategic leadership, business development and sales, administration, project management, analytics, and business and commercial lending. Melissa is a Colorado native and veteran and enjoys lending her expertise to community organizations. Her past appointments include board positions with the Pikes Peak Chapter of Credit Unions, Colorado Springs Customer Service Association, Rocky Mountain Options for Long Term Care, evaluator for the BBB -Excellence in Customer Service Award, committee member for the United Way Allocation Committee and team lead for the Leukemia and Lymphoma Society among others. Melissa enjoys kickboxing, her tiny Jack Russell Terrier Gracie, and spending time with her best friend and husband of 30 years, Tom.

Amy McDowell, M.D.
Chief Medical Officer

Dr. Amy McDowell joined Rocky Mountain Health Care Services in 2019. Dr. McDowell received her medical degree from the University of Colorado Denver, and completed residency in rural family medicine at North Colorado Family Medicine in Greeley, Colorado. She spent the four years before RMHCS practicing in various settings including urgent care, family medicine outpatient, and the rural inpatient hospital setting. Her practice philosophy is to build relationships with her patients so they can work together to achieve personalized health goals. Dr. McDowell was raised in Colorado Springs and enjoys spending time with her family, reading, and playing soccer.

Andi McDonough

Andi McDonough
Vice President of Rocky Mountain PACE

Andi McDonough joined Rocky Mountain Health Care Services as the Vice President of Rocky Mountain PACE in June 2018. Andi brings over 20 years of leadership and patient care experience to Rocky Mountain PACE. After graduating from CU Health Sciences Center with a master’s degree in physical therapy, she began her career at Penrose St. Francis as a staff physical therapist. She advanced through various leadership roles culminating as the director of rehabilitation and respiratory therapy. In her spare time, Andi enjoys spending time with her daughter, family, friends, and her dogs and cats. She also enjoys reading and traveling.

Jacqueline Schlarb
Vice President of Quality and Compliance

Jacqueline Schlarb joined Rocky Mountain Health Care Services in February 2020. Jacqueline brings her passion for providing high quality care to her new role as the Quality and Compliance Manager. A Colorado native, she graduated with her Associates Degree in Nursing in 2015 and then obtained her Bachelors in Nursing Science from the University of Colorado in 2018. Currently, Jacqueline is pursuing her Master’s degree in Healthcare Quality and Patient Safety through Grand Canyon University. Jacqueline enjoys spending time with her family, traveling and exploring new places.

Santiana Van Maldeghem
Vice President of Nursing

Santiana Van Maldeghem joined Rocky Mountain Health Care Services in 2020. Santiana completed her Master of Science in Nursing at Regis University in Denver in 2015. She has five years of diverse experiences, as a Nurse Practitioner in Family Practice. She has 11 years of nursing experience in neuro to include traumatic brain injury and spinal cord injuries as well as home health and case management. Her goal of patient care is to work together with her participants and families as a team to reach the best outcomes possible. She resides in Castle Rock with her husband and twin boys. She enjoys anything outdoors, loves to cook and spend time with her family near and far.

Vice President of Expansion and Support Services

Johan Kuitse joined Rocky Mountain Health Care Services in May of 2023.  Having been trained as a physical therapist, he has served in the not-for-profit hospital sector since 1985 in various clinical and leadership roles.  Johan earned a bachelor’s degree in physical therapy from the University of Evansville (IN); a master’s in administration from the University of Notre Dame; and a Doctor of Physical Therapy from Regis University, Denver.  Johan and his wife Amy have been married for over 34 years and enjoy exploring Colorado’s great outdoors.  Amy and Johan are the proud parents of two daughters and look forward to their first grandbaby’s arrival in July of 2023.

Tasi Mafo’e

Director of Business Support Services

Tasi Mafo’e joined Rocky Mountain Health Care Services in 2007. She brings over 17 years of management and administrative experience to the organization. Tasi is the executive admin to the CEO, EVP, COO, CFO and liaison to the RMHCS Board of Directors. She manages the Business Support Team and provides administrative support to the Executive Leadership Team as well as being a member. Tasi has provided support to organizations such as Child Support Services, ComCor, Adult/Youth Counseling Services and the Colorado Springs Diversity Forum. Tasi has been married 16 years, enjoys spending time with family, loves competitive softball and the San Francisco Giants baseball team.
